The Executive Council is the main decision-making government entity in Dubai. It maintains the city’s security and order, and oversees economic and social development in the Emirate. Under the supervision of the Ruler of Dubai, it sets high-level policy and supervises implementation. The Executive Council develops laws, statutes, decisions, regulations and local orders. It endorses draft laws and decrees ahead of submitting them to the Ruler for final approval. It also prepares the draft annual budget for Dubai, and follows up on budget implementation.
